Travel plans for new residential developments: Evidence of effectiveness and self-selection effects

Travel plans can be required for new developments as part of planning approval. Their purpose is to manage car use among future building occupants by providing a package of tailored initiatives that support sustainable travel. While the effectiveness of travel plans is well established at pre-existing sites, there is limited evidence of their impacts at new developments, particularly residential sites. Furthermore, no studies have assessed the extent of self-selection by residents living at sites with travel plans. That is, residents may choose to live at a development with a travel plan simply because it is consistent with their attitudes and preferences towards sustainable travel. In response to these issues, multi-modal counts were undertaken at four case sites (residential developments with travel plans) and four control sites (similar residential developments without travel plans) in Melbourne. Results indicated that car driver trips were 14 percentage points lower at the case sites than the control sites. In addition, a survey of residents at the sites was undertaken to measure self-selection. Preliminary results suggest that travel plans make a larger contribution than self selection to reported differences in travel behaviour.
