Abstract

This report, “The Future of Health Workforce in Malaysia: A Strategic Roadmap,” aims to provide a high-level analysis and actionable recommendations to address the health workforce challenges in Malaysia. It aligns with the broader health system reform agenda outlined in Malaysia’s Health White Paper, particularly focusing on Pillar 4, which emphasizes strengthening the health system’s foundation and governance, with specific attention to fortifying the health workforce.

The report draws on extensive desk review, stakeholder consultations, and benchmarking against international best practices to develop a comprehensive and actionable roadmap for strengthening Malaysia’s health workforce. It recognizes that health workforce transformation is not merely about increasing numbers but requires a systematic approach that addresses education, recruitment, deployment, development, and retention comprehensively. This participatory and evidence-based approach ensures that the recommendations presented in this report are theoretically sound and also practically feasible within Malaysia's specific context and constraints. The report acknowledges existing initiatives and builds upon them, providing a cohesive framework for coordinated action towards health workforce strengthening. By providing this strategic roadmap, the report aims to contribute to Malaysia’s vision of creating “a health system prized and valued by the people, continuously improved to be more equitable, accessible and resilient" with a competent, motivated, and well-distributed health workforce at its core.
