Abstract
Melbourne is the capital of the State of Victoria and the second largest city in Australia. In the 2016 Census, the Melbourne Greater Capital City Statistical Area (GCCSA) had a population of nearly 4.5 million people. The Melbourne GCCSA includes 30 local governments and parts of four peri-urban local governments. While the city had a metropolitan authority throughout much of the 20th century, planning and political authorities are now held largely at the state level, with some functions delegated to local governments.
