Abstract
Disasters do not impact everyone in
the same way. A better understanding
of the diversity of needs, strengths
and vulnerabilities within communities
is considered crucial to building the nation?s
disaster resilience (Council of Australian
Governments, 2011, p2). Gender is a central
organising principle of society.
It is a key factor in understanding diversity
and effectively responding to needs and
harnessing strengths in disaster recovery
