The city of Whitehorse has developed a Waste Management Plan which was adopted in July 2011 outlining strategies and measurable actions to be undertaken over the next five years, such that in 2016, 55 of municipal waste is diverted from landfill. Prior to the phasing in of the 80-litre waste bins, a key part of the strategy, Whitehorse City Council sought to understand drivers of two desirable behaviours which would decrease the amount of waste requiring collection: home composting and worm farming.
