Abstract
Spectrum expansion, contraction, and re-allocation policies are proposed for flexible networks. Reductions in blocking probability can be achieved by introducing 'neighbor avoidance' mechanisms. Trade-offs between blocking probability and the number of re-allocated connections are quantified.
