Abstract
Dispersed particulate-fluid system are continuous in each phase but discontinuous throughout the system. If the length scale of the dispersed phase is below the scale of a measuring device, then local measurements reflect average quantities rather than interior phase values. This suggests that a new continuum, at the scale of the local measurement, be established. This paper describes such a continuum and its use in analyzing the permeability function, Darcy's law, and a filtrate rate equation.
