Abstract

Over the last 22 years, China has experienced dramatic changes in the course of the HIV/AIDS epidemic and in the government's response to the epidemic (Wu et al., 2007). Since the first AIDS case was reported in China in 1985, HIV/AIDS has spread to all corners of the country. The course of the HIV/AIDS epidemic has changed, in terms of concentration, from being initially isolated to imported HIV infections (1985-1988), to primarily involving injection drug users (IDUs) (1989-1994), and subsequently to both former commercial plasma donors (FPDs) and IDUs (early 1990s). Since 1998, the epidemic has been driven by injecting drug use and unprotected sexual contact.
