Analysis of barriers in supplying electricity using interpretative structural modeling

Abstract

Statistical data shows that electrification ratio in Kupang District of East Nusa Tenggara, Indonesia, is 60%. It means that there are 30,910 out of 78,011 households have no access to Electrical Energy Resources (EER). The objective of this research was to analyze the barriers, and find sub-elements of the barriers, in supplying EER to the region by using interpretative structural modeling (ISM) approach. Major finding in this research are two folds. 1) Key factor of the barriers for supplying EER to the region was the difficulties to reach due to its geographical conditions. 2) Difficulties in inter-sectoral coordination, lack of government funding, difficulties in land acquisition, and inadequacy in equipment, materials and human resources, were independent and have high driving force for supplying the ERR in Kupang District.
