The NSW Local Land Services (LLS) seeks a formative and scale-up oriented evaluation framework and baseline data collection tools for the Natural Capital profiling Service Pilot. Two primary decision making contexts that our service delivery will prioritise is supporting the Natural Capital Pilot team and local extension advisors to reflect on and improve their learning and effectiveness in meeting landholder needs; and the LLS Executive’s consideration of the public value creation, capabilities and authorising environment needed to justify investing in scaling up and further developing the service.
Our approach for this Department of Primary Industries and Regional Development Request for Quotation (RFQ) project reflects developmental evaluation principles, prioritising informing decision making with timely, relevant information that is fit for purpose, and complexity sensitive.
Reflecting these needs, we will co-design the M&E framework and clarify knowledge needs in both decision making horizons with the NCPS team and their nominated stakeholders. This input will inform developing data collection tools which will draw on existing resources including library of relevant survey questions developed informing the development of the innovative Environmental Markets Leadership Program, and a formative evaluation of the first implementation of the Regen Farmer’s Mutual’s Landscape Impact Program co-design method, partnering with local farmer groups, the NRM region and industry in Traprock QLD.
