Project Description
Monash University, in partnership with the Queensland Department of Education, is conducting a five-year initiative to implement and evaluate a Multi-Tiered System of Support (MTSS) framework across Queensland state schools. As MTSS is a decision-making framework rather than a standalone program, regional adaptations will reflect the values, needs, and context of each school community. This evidence-informed framework aims to improve student outcomes in behaviour, wellbeing, and academic engagement, with a strong emphasis on equity and inclusion, particularly for First Nations students. The project includes co-design of a statewide MTSS blueprint, professional development modules, fidelity and evaluation tools, and a scalable implementation model supported by pilot programs and phased roll-out. Using the Active Implementation Framework (AIF), the methodology outlines key steps, strategies, and processes to support effective and sustainable implementation. Monash’s role spans research, consultation, training delivery, and ongoing evaluation, with an embedded communication strategy and community engagement plan.
