Implementation of Behaviour Support Initiatives in Victorian Schools: A Case Study with Universal Protocols

Universal Protocols (Uni Pros) are evidence-informed systems of interaction designed to rapidly de-escalate and eliminate crisis situations for students who engage in behaviours of concern that threaten the physical safety of themselves or others. Uni Pros is a flexible collection of strategies informed by research findings in the areas of function behaviour assessment and positive behaviour support that are designed collaboratively with education staff to meet the school and students’ unique needs. Important aims of Uni Pros are to enhance safety, eliminate the risk of staff and student injury, and minimise the need for any restrictive practices or exclusionary procedures to manage behaviours of concern.

A small group of Victorian Department of Education behaviour analysts and behaviour coaches have participated in comprehensive training in Uni Pros and have implemented Uni Pros with a select group of teachers, education support staff, and students in Victorian schools. Through this process, unique implementation challenges and enablers have been identified. Evaluating the process of implementing Uni Pros in Victorian schools offers an opportunity to learn more about how regional staff navigate implementation challenges and leverage enablers when rolling out new initiatives to support complex cohorts of students. Evaluating this process may also provide useful information about:

1. The perceived utility of Uni Pros in achieving their stated goals, such as enhancing safety, improving student engagement, reducing severe behaviours of concern, and enhancing teacher-student relationships.
2. The strengths and challenges of the Uni Pros approach, and how to refine and improve the protocols for future implementation.
3. How Uni Pros can be designed collaboratively with education staff to meet the unique needs of schools and students, to ensure feasibility and suitability of implementation by staff different school settings.
4. The resources needed to support the consistent implementation of Uni Pros within schools, to minimise the requirements placed directly on specialist practitioners.
5. Needed professional development for staff involved in the implementation of Uni Pros.

The aim of this project is to better understand the experiences of Victorian Department of Education regional staff who have participated in training and implementation of Uni Pros. Specifically, this research will explore how staff have translated their learners from training into their professional practice, the things that have helped staff implement Uni Pros in schools with students with complex needs, and the challenges they have encountered when doing this work. Monash will identify staff perceptions of their competence and confidence to support schools to implement Uni Pros, and the areas they feel they need continued or additional support.
