For the provision of research on first nations insights into enhancing Australia's national emergency management system

The scope of works proposed in the RFQ are significant and the nature of them is complex. We have identified the following streams of work to meet the requirements in this RFQ. There are mutually dependencies between the various streams of work however, undertaking it as one coherent project allows for maximisation of common themes, lessons and approaches. For instance, developing a ‘Good Practice Engagement Guide’ will support undertaking a more comprehensive consultation with Indigenous communities in relation to wider reforms of emergency management structures. However, the utility of this Guide is not limited to this additional activity, but it may act as a wider resource for NEMA in their ongoing engagements with Indigenous peoples and communities in a range of matters. In this way we seek to create wider benefits beyond this discrete opportunity.
