The broad objective of this tender is to evaluate the CDOP in terms of its effect on crash frequency, severity and social cost / willingness to pay, using the scientifically robust evaluation framework previously developed by MUARC. This framework is to be applied to 2013 and 2014 data to estimate the effectiveness of CDOP in Queensland during these years. CDOP operations data provided as part of the project brief show the CDOP has continued to be a key program in Queensland delivering speed and red light enforcement during 2013 and 2014. In both years the program has delivered over 700,000 hours of enforcement, monitored around 400,000,000 vehicles passing CDOP sites and issued over 1.35 million infringement notices over the two years.
