Indonesia is experiencing the fastest growing HIV epidemic in Asia. The epidemic remains largely concentrated in high-risk sub-populations such as sex workers. It is difficult to develop safe sex policies when very little is known about the behavioural characteristics of men who buy commercial sex. This proposal seeks funding to conduct a survey and experimental games with sex workers and their clients in provinces with high HIV prevalence - Jakarta, Bali and West Papua. the games will elicit individuals' risk preferences and the extent of their concern for others. A comparison of the behavioural attitudes of sec workers and their clientele will tell us which groups are likely to be more responsive to particular types of policies.
