Enforcement responses to low-level drug offences (such as the use or low-level possession of an illicit drug) can have a range of impacts on people detected for these offences. In Victoria, these impacts are not well understood, including consequences for a person’s health and well-being, health service needs, justice pathways and other consequences. This project aims to understand the experiences of Victorians who are detected for low-level drug offences, and identify their health and social support needs, with a view to improving health and community safety outcomes. The project will combine a rapid review of the literature with state-wide qualitative data collection, as well as identify a potential data linkage model for future policy scenarios.
