In an effort to protect the safety of police and emergency service workers performing critical duties on or by the roadside, Victoria established Road Rule 79A (RR79A), which commenced on 1 July 2017. While previous work has focused on driver compliance with the rule, to date, research that focuses on safety outcomes for emergency service workers, or the potential downstream impacts of the rule, has not been undertaken. This proposal describes the findings from the previous work, and proposes methods to extend the existing findings.

The aims of the study are to:
1. Investigate the organisational and safety outcomes (including psychological) for emergency service workers relating to RR79A.
2. Investigate secondary crashes in relation to RR79A
