    Livingstone says the clubs claim they give back money, but they hardly ever do, and they never refuse service to problem
    gamblers, in fact they go out of their way to make the gamblers feel more comfortable and make sure they don't have to
    leave, bringing them food and drink. Livingstone says the most the clubs do is suggest the gamblers take a break. Livingstone
    says real measures need to be put into place to stop the clubs preying on problem gamblers, and suggests a limit of $100 a
