Dr. Mani was Invited to respond to a query on behalf of the Parliamentary Inquiry into the operation and effectiveness of the Franchising Code of Conduct, 2018 – Answers to Questions on Notice. An excerpt from her submission is noted here - "I strongly urge the committee to consider the need for convenient, free, and public access to franchise disclosure documents and a standard franchise agreement. These documents may be lodged with ACCC or data.gov.au or another not-for-profit repository. The public availability of franchise disclosure documents and agreements would give prospective franchisees adequate time to consult independent experts on the viability of a system. The public availability of documents would also create better institutional norms for franchisors. And, it would help not-for-profit institutions, independent researchers, think tank experts and policy-makers to systematically identify franchise systems opportunities and challenges in Australia in a timely manner. The public access to the franchise disclosure documents has been successfully adopted by some states in the United States. However, policy changes should account for Australian market conditions, which cannot be done using the documents from the United States.”| Period | 2018 |
